The author of Psalm 33 realizes he has an important mission: to encourage the people to praise God!
The psalmist does this because he knows that God is standing "behind the curtain" of history, so to speak, and it is His favor that makes the difference in this world. Vs. 16 and 17 point out that it isn't through armies or strength or cavalry that battles are won; it is the Lord that makes the difference. And God is watching from heaven to see which people and which nations are fearing and trusting Him.
